    I think the gentleman who did that was in full compliance with the NEC .

    No! Not _that_ NEC- the one that stands for:

    No Electrical Clue

    In the fire serviced we've seen tons of stuff like that. If you comment on it the homeowner gets upset, calls you noisy, tell you they pay your salary so shut up (we're all volunteer). So we don't say much and just mutter to ourselves that "this is a B-Back house."
