Updated Waters of the US rule

The EPA has partially regained sanity and proposed a new rule defining the Waters of the US (WOTUS). For those who are interested, here is a spot to see more information and to submit comments directly.

This new rule certainly isn't perfect but the rule that the EPA/Corps of Engineers had previously used was insane. At least the new rule provides some concept of being understood. This doesn't just affect people in one area of the country. All landowners, large and small were open to having their land declared as part of the waters of the US. The new rule narrows the definitions and adds some clarity.
