X495 Park Brake Latch and brake pedal not working

Hi I am new of this forum, my 10 years old gardener lawn X495 with 4,567 hours on the clock never had a single problem but unfortunate this morning I was park my X495 downhill when I press the brake pedal and pull latch up and depressing pedal, the tractor is rolling down very slow. So I went moved and park on flat ground & try to push back it did lock up it won't go further back and try to push forward is roll nothing is stop the tractor, I have been looking under I can see metal pole is function, no snap or pin come off.
When I have press the brake pedal it did not stop very quickly as it was before. I am not sure if this tractor do have brake pads like the car have may have worn?

    Thanks

The brake pedal can be adjusted, but with that many hours the brake pads probably need to be changed. They are inside the hydro so it will need to be removed to replace the pads.
