Test a fuel shutoff on a John deere 425

How can you test a fuel shutoff, the anti back fire shutoff on a 425. Does it have to be attached to the carb and installed on the engine for it to work. It does not work when it is removed from the carb, grounded to the neg post on the battery and the pigtail to the pos. post.

The body should be your ground. Switch on should retract the needle. No retraction and solenoid no workie.
