Spare Lumber Ballast box carry all

What do you do when you have a bunch of scrap lumber and a ballast box that doesn't work very well as a carry-all. Make one of these. Trivial to make, costs basically nothing (the lumber was garbage anyway), and is very handy during tree cleanup season.

How is it held in there, or does it just rest on top?

Guessing he made a frame out of either 2x4 or 2x6 that fits inside the ballast box and then fastened the top to the frame.
