From what I remember while adding the rear work light to my 1023E, the utility lights are wired to the third position on the switch. If you were to install a jumper between position 2 and 3 on the switch, you should get the desired result. I would double check with the electricians here before doing this, just to be sure. I wouldn't like to see you blow any fuses or anything. I'm more of a "nuts and bolts" guy, not a "volts and jolts" guy like the sparky's.
Edit: Just checked with a sparky here at work. My suggestion of the jumper will work.
