    If you can get tubes 11 &r 12 out, instead of brazing, just assemble with one tube out.
    Try with each out, but other in.
    IE Remove tube 11 test, Install tube 11, remove tube 12 and test.

    No disrespect Z5 BUT I sure wish I could be a fly on this tractor's steering wheel to witness this diagnostic procedure.

    Seems like a better idea than brazing the tube(s) shut.

    Myself, I would change sealing rings on the shaft and internal pipe.

    My poor reading comprehension failed to understand the part about brazing lines closed!!! I agree I like your diagnostic procedure better.

    I am not exactly sure what he expects brazing the supply lines to HI/LO shut to tell him.
    I am guessing tractor will not move

    I can only see two places for leak(s) that would pressurize both HI/LO at the same time. The spool of the HI/LO valve, or the seal rings/shaft/tube (internal, in shaft). Multiple seal rings. It takes a split to get to them, that's why I would change all of them.
