It may be like an international farmall we had. The pto (all ptos) are splined. The farmall had an engagement lever under the seat. Lever had a fork other end that moved a collar back and forth. Basically like a clutch fork. Lever back the fork moved a splined sleeve forward which disengaged pto. Lever forward and sleeve coupled pto to transmission shaft.
If you take it apart you should see problem. My guess is fork broke so pto stays engaged.
