my 3130 has sprung an oil leak from what looks to be where the steering arm enters the transmission. can anyone advise the best way to remove the steering arm to reseal this? can it be done without splitting the machine or not?

Yes the steering shaft oil leak can be repaired without splitting the tractor. The steering arm will need to be removed from steering shaft to access the seal.Cover(key 1) needs to be removed to give shaft enough room for arm(key 9) to be removed to access the seal. One needs to loosen capscrew then hit it's head with a large hammer to loosen arm on tapered splines on shaft. AL28553 Seal ADD 14.71 USD

I think you will want to remove cap screw 15, washer 5 and keeper 6, so you can remove pin 4, before you hammer on the cap screw holding arm 9 on.
