These carbs typically don't syphon dry, but let's assume yours is! When you turn key to "Run" you should hear fuel pump "click" fast and or loud. After 15 or 20 seconds it should slow down or get quieter. NOW go to start. If still no start, maybe choke isn't fully closing. As a side note, did you plug/block vacuum line for OEM pump? Bob
