5300 headlights don't work

Hello all, just registered on this site. Just bought a used 5300 two days ago. Headlights don't work. Thinking there's a short. there is power on all three wires going to the headlights. If you turn the headlight switch, first click flashers come on, second click rear light, third and fourth click should be low and hi beam but all it does is turn on flashers. Thought the headlight switch was bad because when you tapped on it with a wrench the flashers would stop flashing. Replaced the switch, does the same thing. Also if you turn either turn signal on it will flash the correct signal but it also turns on the other signal light. Both on the dash and on the turn lights themselves. Through all of this the headlights have never even flickered. Any Ideas?

My 4600 does this. I just guessed that it was supposed to work this way. The correct signal flashes and the opposite one goes on steady. Having the opposite light on helps to reinforce to the observing motorist which way you are intending to turn. This may be sort of a compensation for not having brake lights.
