I have just bought a restored 6030. After it sits for a while the 3 point bleeds down. When I start it up the 3 points raises to the full lifted position. My problem is I can't raise and lower. Is there a flow control or something I am missing?

I am not going to be much help however that is a beautiful tractor.

If it raises and lowers even if it is lowers because of bleeding down mechanically it is working. That is good.

After it bleeds down, if you put the 3point control lever in the down position will it still raise up when you start it?

Have you talked to the restorer about this?

Welcome to GTT
I agree you have a very nice tractor. Have you tried relocating position of L/D lever under the seat?

Although my knowledge of 6030's is limited I will guess that 6030 tech manual has a section of several steps outlined to adjust L/D control mechanism similar to other JD rowcrop tractors of same era. If I'm correct I'll suggest to perform these adjustments to L/D mechanisms.

Among other items previously mentioned, check that the levers(#11 and 2) are actually moving when you move the rockshaft lever(#15) back and forth.
Make certain the pins(#3, 7 and 10) are not missing or damaged.
