Are the gauge wheels supposed to spin the bushing (C), or is C, supposed to spin on the bolt (B)?
When I tighten them down, the bushing (C), is just long enough to where it seems like the wheel should spin on the bushing, however, the wheel to bushing interface is a press fit (as much as plastic to metal press got can be anyway), and doesn't rotate freely.

The wheel should spin on the bushing,,

you probably have a tight fit, because,,, that wheel should never spin, under ideal conditions.

When you hit an area of uneven terrain,, the wheel may touch for a second,,
the dirt the wheel accumulates can be greater than the bushing gap,,,:flag_of_truce:

Never mind.
Wheels spins on the bushing.
The first wheel I changed, had a little extra meat in the bore making a really tight fit. Ran a drill bit through it by hand and got it lined out
