If you have one side lowering more than the other it has to be corrected by adjusting the right side. It has a threaded insert in the lift link. The left side has a fixed lift link.

Loosen the lock nut and adjust the length until the 3PH sits level.

This is the only way to adjust the "level" of the 3PH as both arms are attached to the same splined shaft at the top.

How do I adjust my 3-point hitch? One side leaks down.
The two lower links are tied together by the rockshaft, the right side (from sitting on the tractors perspective) is adjustable, but manually. If it's not level and it all leaks down, that would explain the one side hitting ground before the other, but they should not operate independently. Pics would be helpful.

Check to make sure that the lift arms are attached correctly to the "splined shaft" that they are attached to from the rear of the transmission.. If the retaining clip is missing the lift arm can slip off the shaft. This can cause that side to droop and not lift that side. If that is the case, the tractor will need to go to the JD Service Department for repair. Do not attempt to repair it yourself and stop using the 3 point to avoid damage. It happened to me.
