JD 506 rotary mower rear wheel

I have an older JD 506 rotary mower, 3 pt hitch. when mowing the trail wheel does not stay aligned with direction of travel. This unit has a height adjustment in the connection between the support bar and the deck. The attachment of the wheel to the support bar is a fork angled about 15 degrees to the back which should force the wheel to roll in line with the direction of travel. The bearings of the shaft holding the fork are very worn.

When mowing the wheel shifts from side to side often dragging sideways digging a furrow in the mowed surface. Is this a common problem or am I doing something wrong in the set up? I try to have the deck level before mowing between the rows of trees. How do I set up the mower to prevent this?
