I purchased a used L110 and after replacing the fuel lines, fuel filter, spark plug, and oil I went to start it up and it cranks but does not turn over. I found that gas is blowing on to the muffler. I'm pretty sure I need to pull the carb, but want to get everyone's opinion. The spark plug was wet with gas making me think it's the carb

Did it run okay before you worked on it? Why did you replace all the fuel system parts?

Check the fuel line that you put on the carb. Hopefully it is just a loose clamp or the new hose is not on all the way or crooked.
Another possibility is that the needle & seat are leaking inside the carb. The float inside works it like a toilet tank. If fuel is just running into the intake manifold it can fill the engine up with fuel. This would also push raw fuel into the exhaust system.
You need to determine
1. Is the leak external and dripping on the muffler?
2. Is the fuel leaking into the engine then getting into the muffler?

3 notes of caution
1. Fuel on the exhaust is a fire hazard. Heat or a spark from the ignition system can start a fire quickly. Have an extinguisher handy.
2. Enough liquid fuel can get into the cylinder hydro locking it. This can damage internal parts just from trying to crank it over.
3. Fuel will fill up the crankcase and contaminate your new oil. Also see the 2 notes above. Fuel/oil doesn't lubracte well and can cause damage.

I cleaned out the carb and the tractor will start up, but now I'm blowing white smoke. Any thoughts?

Maybe from the exhaust being full of fuel. Did any leak inside the crankcase? Check the dipstick to see if it's over full now. Smell the oil/stick to see if it smells like fuel.

White smoking is usually moisture or coolant. The motor is air cooled so it can't be coolant. Moisture should burn off as soon as it warms up good.
Black smoke is usually burning excess fuel. Like running it way too rich.

Thanks, I ran the engine for a bit and the smoke subsided. I'll run it a little more tomorrow and see if it fixes it.
