One thing you didn't mention, but probably already confirmed, is if the filter is installed for proper flow direction. Then the next step would be just take the pump off and take it apart. Maybe it is full of junk and could be salvaged. Rebuild kits for the metal pumps may be available. I don't know if the plastic bodied pumps have any drawbacks other than not being rebuildable. Others more familiar with both types will comment. Hope you find a fix for the problem soon and let us know.
