John Deere 318 PTO problem

So I recently acquired a if 318 and when I flip the PTO switch on it activates no problem but when turn the switch off nothing, when get off the seat the blades will then disengage but that's the only way to turn off where do I source problem is it the tdm? Recent owner said he changed switch and nothing.
Also I'm testing my voltage regulator and it's at around 24 idle and then arrived 29 revving ac voltage testing when testing DC to ground by battery goes from mid 13s to mid 14s when revving is this okay or problem with regulator?

Check the air gap on the PTO, it should be 0.018" all the way around. Somehow it is sticking engaged. Also check to make sure the switch is hooked up correctly.

Depending on your engine, the AC volts may be low or perfect!
P218G 28-41 AC volts
B43G 28-31 AC volts

Regulator spec is 13.8-14.7 DC volts.

As far pto not disengaging, check gap as Blood suggested, but I'm thinking pto switch is bad or connected incorrectly. The male terminals on the pto switch are soft/bendable enough to put the wrong plug onto the wrong terminals, But I think the switch is bad inside and not disconnecting power to pto. Bob
