I have a 5100E that will run PTO at 540 rpms at full throttle, but really pulls down if using brush hog. If using 540E, runs fine at 1700 engine rpms. in 540E mode if full throttle it will run PTO at 600 rpm's. I don't think that it should be able to run over 540 pto rpms if in 540E mode. Any suggestions would be appreciated.

There will most likely be a symbol on the tachometer to indicate what rpm will give 540 at the pto in normal and another similar symbol where to run it to get 540 rpm in the Epto mode. It will look like the shaft in end view with a guard on top of it.
The way tractor engines are designed is so when running at normal 540 rpm at the pto as load gets enough to pull engine rpm down the torque increases with lower rpm. Sometimes as much as 30%. In E pto mode likely max torque is pretty much where it runs 540 so not for high variable load stuff.
