Can the old stub/bolt (B in picture) be removed? Will spacer (S in picture) stay with pulley?
If so, a 10mm bolt, washer and nut could be used to fix.
Bolt through pulley, spacer, bracket on deck, then washer and nut.

It definitely does, just a matter of how to get the other side released. I figure the parts are relatively cheap and wouldn’t mind replacing the wheel altogether since it is an older tractor anyways. Just worry of it getting lose , as it is something that is welded. Didn’t know if there was a work around to ensure it is as secure as possible.

any machine shop could get the old bolt out. grind it clean, support center on back and hammer / press it out. trying to drill it out will take drill press or milling machine and solid support vise.

Just did one this AM. Was able to just drive the bolt out.
That's what I was thinking he should be able to do. Thanks for posting!
