I bought a used L100. I noticed today that the blades spin continuously, even if I have the attachment engagement handle set to the 3 o'clock position (pointed right).

My gut tells me that when the attachment engagement lever is turned to the 3 o'clock position, the blades should stop spinning. How do I diagnose and then solve this problem? The troubleshooting section of the manual doesn't address this.

Could the mower belt be routed wrong causing tension to constantly be on it? Otherwise the adjustment on the cable for the mower lever could be set too tight. There should also be spindle brakes on that model I believe. If they are worn or not in adjustment it could be letting the blades spin lightly when off if there was enough tension on the belt. That is all that comes to mind.

Your manual should give you correct routing and tension specs. If not this link should help L100 manual
