LA 130 doesn't turn over.

My John Deere LA130 has a starting problem, especially when cold or not run for a few hours. I changed the starter with new and starter relay. New 350 cca battery and checked all cables. If I try to start it it only turns about 1/4 turn and stops. Seems to stop in the same spot all the time it does this, but will start great if it stops in other area of rotation. J.D. dealers is stumped also. Appreciate any suggestion you have. Thanks.
Can you describe the engine position where it stops?
 
If you put a wrench on the crank bolt that holds the PTO clutch on, can you turn the motor over by hand, or does it stop at the same point? Are you using a booster pack when it will start? In other words, when you turn it 1/2 by hand, the battery still won't start it by itself?

Edit: you're obviously already turning it by hand, other than the resistance from the compression stroke, can you turn it a full cycle?
