Model M Touch-o-matic

Hi all. I've searched the forum and can't seem to find an answer.

I grew up with the other green - Oliver. My dad has several of those and a few JDs.

He passed this spring and I was trying to move a few tractors around.

In trying to lift a harrow that's attached to his M, the touch-o isn't working. No bogging down or movement at all that would suggest it's even trying. Handle just slides freely.

Is there anything to check that may be disengaged? I'll admit, I'm not a hydro guy but I know it was working fine the last time he put it in this spot. He was meticulous about disconnecting batteries, etc for storage so I'm wondering if there's something simple I'm missing.
