Trailer jacks are ~$20 each. 10" balloon caster tires from harbor freight I think were under $10 each. Some 2x2 square tube and 2 1/2 x 2 1/2 x 1/4" wall square tube. Good to go. Nice thing about the jacks is they are infinitely adjustable in height.

So far for using them to rake up all the sticks in my yard every spring and spreading sand or leaves on the garden they haven't drifted or had any issues.

They bend easy at the mounting flange but it looks to have the tube welded to the square tube. That's what I would do anyway. And those tires should roll over obstacles well.

Yes the square tube is coped around the round tube of the jack and welded all around. No issues bending, plenty of weld.
