On another thread I mentioned that my 4240 powershift parking lock doesn't function.
I verified that internally in the transmission the park pawl is indeed engaging.
Additionally, the cable is moving freely and intact.

This points the finger at the shifter linkage in the operator's station.
I suspect that the Lock Lever and Lock bellcrank are not interfacing with the Control lever properly.

The problem is, I don't know how they should interface and what their proper relationship is, so finding the problem is remaining elusive.

Attached are a few photos of the assembly.
If anyone is kind enough to lend an eye and see if they see anything assembled wrong, that would be most helpful.

I bought the tractor used, without the park functioning, so I don't have history on what might have happened to cause it to stop working.

You say the shifter cannot move the pin. Will it just stop when it reaches the pin and will move no further? Or does it slip past the pin? If it slips past, probably bushings in the shifter pivot and the park lever are probably worn and allowing The shiifter to slip past. If it contacts the pin and can't physically move it then either the cable is too stiff or the park lever is too tight on its bushing. If you could load a video of your moving the shifter while trying to shift to park, it may help figure it out.

I just read your other post where you said the shifter stops. Have you tried disconnecting the link with 2- 90 degree bends and see if the shifter will then move into the park position? If it still won't then the cast lever with the pin is stuck on its' pivot. If it does, then probably the other lever on lower end of that same link must be stuck. If that also is free, then the cable may be stiff even if it feels free when unhooked. I have seen them get that way. They are free if disconnected, but as soon as they are hooked up and get a little resistance on them, they move very stiff.

If the curled arm(red - arrow) is bent, or if the Forward/Reverse cable is miss-adjusted, the tab on the shifter will not contact the pin on the park cable lever.

There is definitely a lot of "slop" in the #7 assembly in your picture. The bolt and bracket all have a lot of play, but I was assuming that was normal since everything needed to move around a lot.
I will disassemble and see if maybe the bushing or anything else is missing.
