Sounds like one of two problems. 1.) safety switch/electrical or PTO - where with enough vibration or lateral force shorts a wire out. 2.) PTO is out of adjustment, check to make sure that it is at 0.018" or little less all the way around (there are 3 slots for the thickness gauge to be inserted when checking)
