Thinking about an 8' rotary cutter

Quick question, why would the powder coating bother you on welding repairs for the BH 3008? The finish will would hold up longer on the deck against rust and take scratches better. Even if it was painted you would grind the area before welding wouldn't you? Paint can be used to touch up either. I am just curious.
 
Why pay extra for powder coat of you're going to touch it up with paint? It's a trivial thing, certainly not a deal breaker but figured I would mention it. Hopefully I won't have to weld on the mower anyway, so it may never be an issue.
The main finish would last longer normally and take longer to rust the sheet metal. The touch up areas would be painted then but they should only be spot painted I would think.
