Yep breakaway switch and backup battery. Check out etrailer.com for videos and some reading about how they work.
I would replace those wire nutted connections with some heat shrink crimped butt connectors.

I wouldn’t jump down anybodys throat about the wire nuts, he could of just had to do a roadside repair and just got back home. But if that is a permanent fix, then that’s terrible. I don’t even like scotch locks. In my opinion they are worse than wire nuts. But yet I still own them for a quick easy roadside repair if needed. I would highly recommend the solder and heat shrink connectors. Or at the very least some heat shrink over the splice.
No jumping on my part, just offering a suggestion of proper way to fix a splice that will cause problems. I felt it safe to assume that since the OP was asking about trailer brake breakaway system (which is very common and required equipment in many caees) that he maybe didn’t know there were better methods of splicing wires.
