Not to defend the talking driver or anything, but, it's amazing how when people come up on situations they have not anticipated or are used to seeing, it takes them a noticeable amount of time to process the scene.
We see it on interstate fire calls. People are so used to limited access driving that they often come right up on the trucks with flashing lights before they react. There are videos of people in a store who are shopping and a fire starts in the store. They keep shopping for 10 seconds or so before deciding to get out. And after high winds, I've been out with a chainsaw in the road cutting a tree across the road and seen many cars barely stop in time. This is with the big fire truck on the other side of the tree. And we've had accidents were a car was stalled in the road and got run into. The driver that ran into says some variation of "I just couldn't figure out why he didn't just move".
Although my favorite has nothing to do with this. It was a young lady who dropped her phone while texting and drifted into the other lane, doing a head-on but fortunately only at about 20 MPH. She got out of the car and exclaimed "My dad is going to kill me- this is my 3rd wreck this year." She just couldn't leave the phone on the floor of the car until she could stop. And Daddy needs to stop getting her cars.
Finally, we put a tree through a window on a fire truck once. Home owner cut a tree that fell just enough they could get through, and over a few years enough small branches grew out you could not see the 8" branch. The UPS driver avoided it, we didn't know. Long driveway, poorly maintained, a "tunnel" the size of the UPS truck, a bit narrower than a fire truck. We got on scene and she wanted to know what took us so long.
When I read this post title, I always think of the possible cancer that could be caused by the constant use of these devices. That scares me. At least we are past the fad of everyone having one on thier belt, but now they are in pockets. Way to close to stuff that I don't want to get any sort of cancer or other harmful issues.
