Occasionally when i turn to full lock the steering sticks and takes some pretty good effort to get it turned back the other way. It's accompanied by a hydraulic whine and as soon as i turn it a little it's back to normal. This typically happens when turning down a hill or putting some type of side load on the steering. Any ideas?

Have you checked for worn or damaged parts in the steering linkage.

Sounds like full turn and higher than usual side load is taking part of the linkage beyond it's normal travel (over centering) and jamming.

Hydraulic noise would be system developing higher pressure as it tries to overcome the jam.

Might start be lifting the centre of the front axle (to take weight off wheels) and checking for play in the ball joints on the link between the wheels.
