2001 John Deere 345 surging

I have a 345 that surges. It runs off the governor, cycles back and forth. I cleaned out the carb. it did not seem to make a difference. If I advance the choke it smooths out so I suspect a lean condition, but I do not know how to fix the problem. Hoses, fuel filter are new. Removing the gas cap is no help.

When does it surge? Did you adjust the idle mixture screw?

Also, not sure how you cleaned out the carb, but it usually takes a minimum of a 24 hour soak to disolve all the varnish.

Given it's a lean condition, you could also have a bad gasket on the intake.
