X495 deck won't rasie all the way up

I bought a used x495 650hrs. The deck will only raise up enough to set the dial on 4 or 4 1/2. I take the deck off and the arms raise all the way up but they don't when the deck is on. I put the deck on and put a bolt in the linkage on the cylinder on the back of the mower and it raises it all the way up. So if you can understand what I mean that knocks out half of the trouble shooting problems. So the mower will lift it but I have to put a spacer in the linkage. It's like when the deck is on the cylinder doesn't lift as far. But it will when the deck is off. I even unhooked the front bracket and it still didn't raise the arms all the way up with the deck on. But then again it will raise the arm all the way up with the deck off. And it will raise the deck all the way up when I put a spacer in the linkage. It's like when the deck is on it knows to stop the cylinder before it travels all the way. But it's not in a bind because I can lift it up by hand. And it will rasie it all the way when I jam a spacer in the linkage. I played with the lockout valve but that doesn't seem to have anything to do with it. Any ideas? It's like there is a sensor that tells it to stop before it gets to the full height.

There’s no sensor. It’s mechanical and hydraulic.

I’m thinking the rear lift cylinder has a bad spot internally causing it to lose power at the end of the stroke.

My mower is in winter storage so I cannot check to see if that’s typical, but I suspect it is. The max height with the deck on is not impressive.

By any chance do you have a 3pt hitch on the X495.
